In response to an industry review and to reflect a closer alignment with Australian Network Rules and Procedures, the PTA introduced a new suite of Safeworking Rules and Procedures on November 1, 2015. The PTA’s Learning & Development team have designed a comprehensive training program that will get you up to speed with the new PTA Safeworking Rules relating to your Track Access Permit (TAP) . It will provide you the new enhanced safety protocols and procedures plus ensure that you have the knowledge – in daily work situations – on how to be responsible for your own and your team mates safety at all times.

PTA Dress Standards and PPE
Please note that neat tidy attire with closed in footwear is required when accessing PTA training facilities.  Attendees wearing thongs or singlets will not be allowed to attend.

Note:  PPE will be required for any training that requires access to the Kwinana training yard and the live rail corridor.  Minimum PPE requirement for the PTA are safety boots and high visibility shirt or vest, however long shirts and long pants are required for some training.

The Railway Industry Worker (RIW) Card

The PTA has introduced Railway Industry Worker track access cards for employees and contractors who hold track access permits. Railway Industry Worker is a national competency management system for rail workers. It is owned and endorsed by the Australasian Railway Association (ARA) and used by other operators around Australia. The system is used to maintain training and competency information and to manage the production, distribution and control of competency cards.

Employees and Contractors must carry Rail Industry Worker identification when working on the PTA Network.

Supervised Worker Training (SW)

This level of Track Access shows the worker has the understanding of the hazards in the Rail Corridor and provides them with knowledge of the mitigation of those hazards. Workers with this level of Track Access accreditation must be under the direct protection of a Protection Officer and are not permitted to enter the Rail Corridor without a Protection Officer being present.

This level of accreditation is suitable for workers with limited or no experience in the rail environment, and is the pre-requisite accreditation for every other level.

Prerequisites to apply for RIW role

Individual Access (IA) Training

This level of Track Access permits Project Managers and Supervisors to access the Rail Corridor and conduct inspections. It does not permit them to remain in the Danger Zone without being protected by a Protection Officer.

Prerequisites - New accreditation
  • Current Supervised Worker (SW) track access accreditation
  • Minimum three months between undertaking the SW and IA training (ie. requires three months experience as an SW)
  • Current Category 3 medical
  • Written approval from the PTA Network & Infrastucture General Manager is required prior to attending the Individual Access training. Following submission and approval of the Individual Access Request Form form, you will be issued an IA Training Acceptance Number.  You will be required to enter this when making your booking.

Protection Officer Level 1 (PO1) REASSESSMENT

The Protection Officer Level 1 reassessment is for current PO1 holders to renew their track access accreditation prior to their expiry date.  The PO1 level of accreditation shows the rail safety worker has the understanding of hazards in the Rail Corridor and the competence to provide Lookout working for a work group.

Participants who do not successfully complete the course assessments will have all Protection Officer (PO) accreditation levels rescinded and will immediately regress to track access accreditation level of Supervised Worker.  To regain the PO1 track access accreditation, and if applicable all other Protection Officer levels, the participant will be required to attend a full PO1 training course as soon as practicable.

Prerequisites
  • Current Protection Officer Level 1 (PO1) track access accreditation
  • Current Supervised Worker (SW) track access accreditation
  • Current Category 1 Medical
  • Complete the course pre-reading and study as described in the Reassessment Process and Study Guide - available HERE
** Please allow yourself sufficient time to undertake the course prereading **

1 day of training, including both classroom-based and in-field training, and an on-track assessment.

This level of TAP shows the Worker has the Competence of a PO1 and the Competence to provide Protection to a Worksite by using Absolute Signal Blocking (ASB):
  • Conduct on track works using Absolute Signal Blocking (ASB) protection method.
  • Conduct on track works using Lookout working protection method.
  • Carry out works within a Track Occupancy Authority under direction of a PO3
  • Carry out works within a Local Possession Authority under direction of a PO3 or PPO
  • Conduct and document a pre-work safety assessment
  • Conduct pre-work safety briefing with all members of the work group
  • Ensure understanding of all safeworking requirements from all members of the work group
  • Work collaboratively with other protection officers and or train control where applicable
  • Report all incidents, accidents and near misses at the earliest convenience

  • Current Protection Officer Level 1 (PO1) track access accreditation
  • Current Supervised Worker (SW) track access accreditation
  • Minimum three months between undertaking the PO1 and undertaking PO2 training (ie. requires three months experience as a PO1);

  • Carry out works within an area protected by an (LPA) with authority from a PPO under a Work Permit (WP)
  • Manage workgroups within a TOA’s & LPA’s by issuance of a Worksite Access Form (WAF)
  • Manage rail traffic movements associated with a TOA
  • Conduct and document a pre-work safety assessment
  • Conduct pre-work safety briefing with all members of the work group
Prerequisites
  • Current Protection Officer Level 2 (PO2) track access accreditation
  • Current Protection Officer Level 1 (PO1) track access accreditation
  • Current Supervised Worker (SW) role accreditation
  • Minimum three months between undertaking the PO2 and undertaking PO3 training (ie. requires three months experience as a PO2);

Third Party Operator Rail Traffic Crew - Urban (RTC-U) Safeworking Training

This level of PTA track accreditation is suitable for Rail Traffic Crew of Third Party Rail Operators who are required to access and travel across the Public Transport Authority's rail network.

The training will be delivered over 4.5 hours and is classroom-based inclusive of a theory assessment.

  • Current Arc Infrastructure Rail Traffic Crew Country (RTC-C) track access accreditation
  • Category 1 Medical

This level of accreditation shows the worker has the competence of a Protection Officer Level 2 (PO2) and the competence to operate a Road Rail Vehicle (RRV) within the PTA rail network and protected work sites including:

  • On and Off tracking RRV's at designated locations in accordance with the person in charge of the area
